Snow Cones Abound

It's December 2, Day 2 with the new Trash and Recycling Collection System.  I have lots of pics of residents doing the right thing with their trash and recycling, and others, not so much.  I will post a gallery of  pics on Friday of the good, but for now I want to use the time for education with a few photos to demonstrate what I am talking about.

A "snow cone" is Waste Management's lingo for a trash bin over-filled.  Here is a photo of a snow cone.   They definitely need an overflow bag.  I also observed lots of recyclables in the bag.

I saw many recycling carts filled with trash like the photo below shows.

In this case the resident receives a warning--the green sticker below.  When they call D.P.W. to say that their trash was not picked up, D.P.W. tells them to put the trash in the correct cart, and in an overflow bag if needed.  Then D.P.W. asks Waste Management to go back to the house.

  1. What MORON thought this up! Will someone PLEASE explain to me HOW my trash is going to be picked up when someone blocks access to my barrels after I have left for work? Why start this in December? Ever heard of SNOW? This was an AWFUL idea out of the box, and yet the city council voted it in. I pay close to $10,000/year in property tax, and I have to worry about getting my trash picked up? You should all be tarred and feathered, and run out of town on a rail!

    2. Your trash will be picked up even if someone parks in a space in front of it. They will work around it.

      As for snow, there is an ordinance in Lynn that all sidewalks are to be shoveled and the homeowner is responsible for the side walk in front of their property. You should be sure to keep the sidewalk clear so that you can put your carts out.

  2. There are many problems that the City faces and this is a good example of "A Good Thing". Nobody likes change, this is the future and we must do the right thing for the environment and in return, this should save the City a bundle.We had a full recycle bin this week.

  4. I understand this is a step forward for the City but Renting an additional Barrel for $138 a year or Buying a $3 disposable bag on top of the Taxes we already pay is Ridiculous.

    1. These are all incentives to recycle more and trash less. If you are recycling 80% of the waste you and your family are generating, one recycling cart and one trash cart are plenty. It's $132 to rent an extra set per year. If you want to rent just the recycling bin, it is $46. If you want just an extra trash bin, it's $132, you have to pay the price of a set. The two carts should really be enough.

    2. This new system is in place for several reasons: To keep the environment clean, to keep a cap on disposal costs, to get the residents to recycle more and trash less. This system will cost the residents and tax payers of Lynn the least amount of money in the end.

    1. You can put them in the trash but what I do is return them to my dry cleaners. Check out your Dry Cleaners and ask them to start recycling them if they don't already.

  6. At the start of things I was pro the new system however here is my question… For nearly 2 years now we have had the unfortunate intrusion of out of control rodents encroaching onto our property. Not only forcing us to NOT utilize our own backyard with our kids throughout the 2 Spring and Summer seasons since we’ve purchased here, but also having them chew through countless waste barrels; that we at times replaced on a monthly basis.

    Most of our problem stems from the abutting property owned by the City of Lynn being abandoned and unattended too for the two years that we know of (but appears to be longer). Not only is this property infested with numerous other animals, the rodents being the worst of them but also has become a regular “hangout” for some of the locals that the Police can’t seem to stop from trespassing.

    As much as a nuisance the new Lynn trash system appeared at first it was a slight relief thinking it would be the help we needed with our RATS from next door destroying our property and having a reason to come into our yard.

    (I wish I were able to post the picture of the barrel after day one) However; Week one this has proven to be false…. On week one of the new trash policy, these persistent rodents from the next door property have already begun their gnawing at the new barrels meant to help with the situation. This was within one hour of placing the first bag into the brand new receptacle.

    We consistently make sure our trash is sealed in closed barrels at all times as we ourselves like to keep our curb appeal looking clean and neat. Now I ask, in the past two years we have replaced our own barrels as the rats ate them away and they became unusable. Now with this new policy what shall we do as these city owned barrels are no longer usable (as I am confident they will become that way before long).

    Hopefully we won’t be forced into paying the $132 annual “rental fee” for new barrels every time we need one or forced to endure the outrageous cost of $3.00 per city bag due to the negligence of the city addressing the known problem of our neighboring rodents.

    Please let me know what should be done once the loaned barrels we need to use weekly are rendered useless and are no longer functioning, Thank you for your time.

  7. It sounds like you need to contact Inspectional Services at City Hall. You may be able to get some rat boxes and poison from ISD--you can also download a rodent control pamphlet. Here is the link to the web page on the City website :

    I would like to see a photo of the cart and I'll even make a trip to your residence to check it out. There is a big rodent problem in my neighborhood too. I have not had rats eating through my trash cans for two years now. I have strict rules for myself and my tenants on garbage disposal. They are: Most food waste can go in the garbage disposal. The food that can't, like bones, banana peels etc can be frozen and disposed of on trash day--that way the rodents don't smell it. I always inspect the inside of my trash carts after they have been emptied. If anything has spilled in the cart I wash it out and dry it immediately. This is extremely important if you do not want to attract rats to your carts. You can also buy Mint Trash bags at Home Depot, they have a strong odor of mint, which rats, mice and raccoons hate. You can buy mint essential oil and mix it with water in a spray bottle and spray it on the outside of your carts.

    You say you do not use your yard. Maybe you should. If you keep the grass cut short and the yard cleaned up, no piles of wood or other debris, rats will have no place to hide. You can plant mint around the perimeter of your yard and your foundation and that will discourage the rats too--especially if you pick it regularly and crumble it up so that it smells stronger. Even with all these measures you may still see a few rats, especially if your neighbors don't take the same measures. Hopefully, as people learn the new trash and recycling system, there will be less open trash to attract rats. Until everyone who lives in the densely settled sections of Lynn practices good trash, recycling and yard hygiene, we'll need to be vigilant in fighting rats.

  8. I am a big recycler, I think it's a good thing, we can all do better. Automation wonderful, however I feel that $15 for 5 trash bags is outrageous! That's taking advantage. Also one day a year everyone in Lynn will be at the Dpw with stuff. Sounds like a Saturday from hell! We buy stuff it's made cheap, to break, then we have pay to get rid of it! Then if you want another barrel you can rent one. Oh how nice! So every one who has more than one child you now pay more to this city who's roads are worse than a third world country. A city with very high property tax. A city that is has so many one ways, traffic lights and traffic jams everyday, cost in time ,stress, gas , car repairs and now we pay for trash! Merry Christmas! Ho ho ho this city really cares about you and your wallet.

    1. There are three dumpster days a year--all on Saturdays. The next one is May 2. There will another in July and another in September. The fees for the bags and extra carts are to incentivize all of us to recycle more and trash less. The fees and cost of the bags don't come close to the cost to the city for the extra disposal fees for that trash. If the fees help to get you to think about whether you should buy something cheap that will break soon, as opposed to something that costs more but will last, all the better. Lastly, if people do recycle more and trash less, we will save the city lots of money and who knows, maybe we get more pot holes filled.

    2. First, are the 3 trashed days free?
      If I didn't pay so much in taxes maybe I could buy the top of the line toasters,furniture etc. But my pocketbook will not allows it. Not everyone works for the government. And the stuff breaks in time no matter what you pay.
      Lastly lets hope everyone does recycle more because ,we now have less money to spend so more time to go through our trash. Fun fun. Merry Christmas everyone!

    3. Bulk items that are not disallowed by the Massachusetts Waste Ban are free to dump on all dumpster days. In addition, the below items are accepted on dumpster days and every Tuesday, some with a cost:

      Computers, printers, TVs and monitors, $15 each.
      propane tanks, $5 each
      Fluorescent bulbs, free

  10. Question about recycling, the pamphlet states no foam products, does this include #6 products, such as Dunkin Donut hot cups, meat package trays, takeout containers, etc? Is it safe to say that anything with a recycle symbol with a number is good to go into the recycle bin?

    1. Good question. Like plastic bags, you should not put foam products in the recycling even if they have a recycle symbol on them. This is because when they are compressed they break up into tiny fluffy balls and don't process well. So leave them out for now. If we had a local collection for foam we could take them to a foam recycler but that is not available now.

      However it was just a year ago that cartons were not recyclable at all, and now they are and we put them in the carts. It may be that they find a solution to this problem and begin to take them in the carts. We'll let everyone know if and when that happens.

    1. Right now the contract with Waste Management is for every two weeks. If everyone in the City becomes a recycling maniac we can probably move to weekly pick up for the next contract. In the meantime, try to compress as much of your recycling containers and cardboard as possible. You can also rent an extra recycle bin for $46 per year from Waste Management. If you do not want to spend money on an extra cart, analyze what is in your recycling. Do you have returnable bottles? Return them or give them to someone who wants to claim the deposit. If it's water bottles filling up the recycle, switch to tap water. We have award winning water in the City of Lynn; no one needs to be buying bottled water. These are just a few ideas on ways to decrease the number of recyclables.

  14. I find it funny !! Today As i am leaving the house Waste Mangement shows up and of course has the regular two garbage collecters as they always do .. So they pick up the new Green barrels just like they always do .. But the funny thing is there not following the guidlines they set for December 1st pick ups no old barrels and have your barrels by the curb and they will be dumped manually by the garbage truck.. But as usual like they always do.. The two guys dump THE NEW GREEN BARRELS BY HAND!!! And as usual they throw the barrels on the ground with rubbish coming out of the barrels and of course it blew right down the street ..Its working so well .. And they worried about the people following the rules .. I say to the guys throwing the garbage all over the street .. I thought today was the new system with manually the garbage truck empting the barrels .. Oh we don't have the trucks yet! Typical there not even prepared for the new system they set up.. And to tip it all off .. They didn't pick up the recyclables until 7 pm.. I was walking down Parland around 6:30 pm .. And because they were so late in collecting it was causing a major gridlock.. But who cares right..The only people i see this benifiting is Waste Mangement.. Need another barrel who benifits Waste mangement oh one bag to many winning ! Waste Mangement ! Oh and maybe if they don't dump the trash all over the place we may save some of the environment.. WTG Waste Mangement you got a sweet deal .. This is the start of us paying for extra barrels and bags.. To paying for trash pick-up out of our own pocket .. I mean where is the tax money going i ask..

    1. Waste management has a mix of new and old trucks on the street. The WM guys should not be throwing the carts in the street, and if it happens again call D.P.W. to report it. Also, if waste is spilling out of carts, the waste was obviously not bagged inside the cart. All waste needs to be put inside bags and then inside the cart. Neither Waste Management nor the City of Lynn profits from the cost of extra container rentals.

  19. This whole page is a PR FARCE. You state obviouse problems with the plan, for which they have no plausible answer, they delete the comment. I suspect the city council will pay for THIS in the next election.
